- Preheat oven to 350°F (175°C). Lightly butter a 9x13-inch baking dish.
- Cook angel hair pasta until al dente; drain and toss with olive oil.
- Brown ground beef in a skillet until no longer pink; drain fat.
- Add onion and garlic; cook until fragrant.
- Stir in tomato sauce, seasoning, salt, and pepper; simmer 5–7 minutes.
- Mix cream cheese and sour cream until smooth.
- Layer pasta, creamy mixture, and sauce; repeat layers.
- Top with mozzarella and Parmesan; cover with foil and bake 20 minutes.
- Uncover and bake 10 more minutes until golden and bubbly.
- Garnish with parsley and serve warm.
