- Preheat oven to 350°F (175°C). Grease and line two 9-inch round cake pans with parchment paper.
- Whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt.
- Add milk, oil, eggs, and vanilla; beat until smooth.
- Stir in boiling water (or hot coffee) carefully; batter will be thin.
- Divide batter between pans and bake 30–35 minutes, until toothpick comes out clean.
- Cool 10 minutes in pans, then transfer to wire rack to cool completely.
- Make frosting: beat butter until fluffy; add sugar, cocoa, salt, vanilla, and cream until spreadable.
- Layer and frost cake generously, smoothing sides and top.
Notes
Use hot coffee instead of water for deeper chocolate flavor.
