- Preheat oven to 375°F (190°C). Lightly grease a 12-cup muffin tin.
- Boil potatoes in salted water until tender, then mash with butter, milk, salt, and pepper.
- Mix beef, breadcrumbs, egg, milk, onion, garlic, ketchup, Worcestershire sauce, salt, pepper, and paprika.
- Scoop into muffin cups and bake for 20–25 minutes until cooked through.
- Top each muffin with mashed potatoes and garnish with parsley or gravy.
