- Preheat oven to 350°F (175°C) and line a cupcake pan with liners.
- Whisk together flour, sugar, cocoa, baking powder, baking soda, and salt.
- Add butter, eggs, buttermilk, and vanilla; mix until smooth.
- Fold in mini chocolate chips.
- Fill liners 2/3 full and bake 18–20 minutes.
- Cool completely before frosting.
- Spread marshmallow fluff on each cupcake.
- Pipe chocolate frosting on top.
- Garnish with mini marshmallows and chocolate drizzle.
