- Preheat oven to 375°F (190°C). Grease a 9x13-inch baking dish.
- Cook bacon until crisp. Remove, crumble, and set aside.
- In same skillet, cook ground beef and onion until browned. Add garlic, salt, pepper, and Worcestershire sauce. Drain excess grease.
- Melt butter in saucepan, whisk in flour to form roux. Slowly add milk and cream, stirring until thickened.
- Add parmesan cheese and garlic powder. Stir until creamy and remove from heat.
- Layer sauce, noodles, beef, cheddar, mozzarella, and bacon. Repeat and top with remaining cheese.
- Cover with foil and bake 25 minutes, then uncover and bake 15 minutes more until golden and bubbly.
- Let rest 10 minutes before slicing. Garnish with parsley.
